Environment flag to skip mockserver tests

      Now that the mockserver tests are all classified nicely, it would be easy to add MONGOC_TEST_SKIP_MOCK flag.

      Lots of our tests in evergreen run the same same build ~15 times, with the intentions of running against different topology. These extra runs again and again against the mockserver don't test anything extra.
      The mockserver tests are also execute by each compile stage.

      We should disable the mockserver tests when we are running against specific topologys, and let them only to be executed during the compile stage.
