Missing dependency on libsasl2-dev in Debian packaging

      The default build configuration of the C driver enables SASL but libmongoc-dev does not express a dependency on libsasl2-dev, causing build failures for users who have installed libmongoc-dev without also manually installing libsasl2-dev. The dependency must be explicitly added to the libmongoc-dev package.
