The current approach of downloading the RPM spec from the Fedora source site has shown to be fragile for a few different reasons. After some internal team discussion, we have concluded that a better approach would be to vendor the spec file and then update it periodically.

The driver release process doc should also be updated to include a pre-release step that syncs the spec file to the latest available from downstream.
