      Remove "MSVC 12.x (Visual Studio 2013)" from mongo-c-driver Platform Support. C driver 1.29.0 is dropping support for compiling with VS 2013.

      Background & Motivation

      Dropping Visual Studio 2013 enables use of additional C99 features.
      Here is an example PR that required workarounds for missing C99 features in Visual Studio 2013: https://github.com/mongodb/mongo-c-driver/pull/932
