Reintroduce instructions to install dev packages

      Add a text blurb under package manager section that would mention the difference between -dev or -devel package vs just libmongoc (one without headers).

       

      Note: This information was previously added with CDRIVER-3717 (https://github.com/mongodb/mongo-c-driver/pull/1270) but removed when we did the documentation overhaul.
