Reduce frequency of zSeries tasks

Background & Motivation

 
There are a limited fixed set of zSeries hosts available. This results in prolonged wait times. At present the rhel83-zseries-small task queue only shows 4 hosts available

I expect testing on zSeries is valuable. zSeries is the only big-endian architecture tested.

Consider setting a batchtime to reduce frequency. Consider removing low-value zSeries tasks.
