      Deprecate support for the configuration ENABLE_SSL=LIBRESSL

      Background & Monitoring

      There is no expected need to continue supporting. LibreSSL is tested significantly less than OpenSSL (23 vs 305 tasks). Not all TLS features are fully supported (crl_file, OCSP).
