Based on _mongoc_uri_build_write_concern(), the "wtimeoutms" option only appears to be set when the "w" option is "majority". Per the documentation, this value is relevant for any "replica acknowledged write concern" (i.e. "w" >= 2, "majority", or using tag sets).
