Let's move the https://github.com/mongodb-js/compass/blob/main/packages/hadron-react-components/src/tab-nav-bar.jsx to compass-components. It might make sense to get rid of it entirely and use `Tab` and `Tabs` from compass-components directly. In that case we should ensure we maintain the same functionality around always showing tabs with the `mountAllViews` flag.
