Update Query History toolbar to Leafy Green

      Let's update the query history toolbar component to use Leafy Green components and implement the new designs (mocks linked below). Ensure the current toolbar functions as normal and the new toolbar is hidden behind the `COMPASS_SHOW_NEW_TOOLBARS` feature flag. This ticket does not include repositioning the query history component or changing where it's displayed, that is done elsewhere in the epic.
