Update compass indexes to shared webpack config

      With the upcoming 6.0 work: COMPASS-5665
      And the upcoming leafy green indexes epic: COMPASS-5485
      The indexes plugin will be seeing more development. To make these changes in a safer typed way and to bring the package more inline with the future of Compass lets update the compass-indexes package to the shared compass configs.
