Remove search index restrictions for the free/shared tier

      Currently, we display the following text when search index operations are disabled in Compass: 

      After https://jira.mongodb.org/browse/CLOUDP-206654 is complete, search index operations will be allowed for the free and shared tiers in Compass. We should modify the text in this tooltip to not mention the free/shared tier restriction. The new text should read: 

      Atlas Search index management in Compass is only available for Atlas local deployments and clusters running MongoDB 6.0.7 or newer.

      For clusters running an earlier version of MongoDB, you can manage your Atlas Search indexes from the Atlas web Ul, with the CLI, or with the Administration API.
