Refactor indexes redux store

      • Replace localAppRegistry events that are just modifying the indexes store with store actions
      • Make sure actions are not just bundled setters and actually modeled around the plugins events as the redux style guide suggests
      • Remove dataService from the store state, pass through the thunk extra args
      • Remove state setting actions from activate: these should be just set as initial state in reducer
