Auto-disconnect from idle Data Explorer sessions

Summary
In the first iteration of the modernized Data Explorer experience, idle connections will not be closed automatically by the Cluster Connection Service (CCS) for users that keep tabs open of Data Explorer, even if they're not interacting with their clusters. There may not be not much network communication, but monitoring traffic going through the socket from time to time will keep the connection alive.
We should auto-disconnect from these idle Data Explorer sessions to minimize unnecessary resource use. Ultimately this is a cost-saving thing on our side.
