Problem Statement/Rationale

Same issue as in https://jira.mongodb.org/browse/CLOUDP-286011

Flex tiers are same as serverless/shared/free in that they run on MTMs and therefore users can't initiate a rolling index build. So need to make sure rolling index builds are not enabled for that type.
