When the enableGenAIFeaturesAtlasProject setting is disabled and the user is enabled, do not allow opening the feature

      enableGenAIFeaturesAtlasProject` setting is enabled, the user opts in, then someone in the project disables the `

      color: Color value is invalid

      enableGenAIFeaturesAtlasProject` setting. The user can still open the gen ai input. It won't work because of the backend check, however we should be showing the opt in modal with the opt in disabled here.
