Problem Statement/Rationale

This is a follow up to the email I just sent: Action maybe required: MacOS Notary service usage considerations.

Compass uses devtools keyId to talk to macOS notary service for notarization. This key has been used quite frequently. We would like to review the usage and see if there is any optimizations possible. This mode should be used only for releases or only when Compass's behavior in regards to Apple's Gatekeeper is tested.
