Because symbol and var names sometimes need to be generated (either because the ParameterExpression has a null Name or because the name contains characters that are invalid in a server variable name) we need to centralize the generation of these names in the TranslationContext.

Therefore the TranslationContext needs a set of Create methods for symbols.
