At the moment, Astrolabe explicitly downloads dotnet-install and installs specific framework versions. This caused Astrolabe to break when we switched to .NET 6 when adding M1 support. To avoid this in the future, we should add AstrolabePublish and AstrolabeRun tasks that encapsulate this logic.
