Add default socket timeouts for kms calls

      Recently we started to see 3 mins tests timeouts in csfle logic when kms are called. Currently the spec doesn't define particular timeout value for kms socket calls, but Go driver sets 10 seconds by default. We can consider it to make c# driver behavior more reliable
