Configurable connect timeout in C++ driver. Currently fixed at 5 secs.

      Currently DBClientConnection and DBClientReplicaSet allow read/write timeout to be set but not connect timeout. According to DBClientConnection constructor comment, connect timeout is fixed at 5 seconds.
