Mark Server version 3.6 as EOL from driver's PoV (Min server version as 4.0, minWireVersion as 7)

      DRIVERS-2511:
      Summary of necessary driver changes

      • Mark server version 3.6 as EOL from drivers perspective. This means
        • Minimum supported server version will be 4.0
        • minWireVersion will be bumped to 7
      • Remove any test infrastructure around the server version 3.6
      • Cleanup/refactor any code that isn't needed anymore (code needed to support server version 3.6)
      • Update SDAM unit tests to 959a5de

      Version compatibility changes will be communicated at least one minor version (Y) before compatibility with a version is removed. The forthcoming compatibility change MUST be documented in the changelog, preferably in bold or highlighted text.
