Both Travis and MCI builds have lost access to ldaptest.10gen.cc due to new restrictions on reachability.

This may be unsolvable for Travis, but MCI should be able to do this.

This ticket involves:

• Figuring out how to suppress the test on Travis
• Working with MCI team to understand how MCI instances should be granted access.
