Per https://jira.mongodb.org/browse/RUBY-1749, Ruby driver accepts `foo.bar.` as a three part hostname for DNS seed list discovery, which in my understanding is not what the spec intended. However I am not seeing spec tests covering trailing dots in hostnames which would catch this situation.
