Update Drivers-Evergreen-Tools for Supported Build Hosts

      Summary

      Drivers-Evergreen-Tools is using Ubuntu 18 for most of its Evergreen tasks, which is in Extended Maintenance.  The   releng-release-archive-creator is using Ubuntu 14.  We should update to Ubuntu 20, which has two more years until Extended Maintenance.

      Who is the affected end user?

      The Build team.

      How does this affect the end user?

      They are unable to retire distros that are EOL.

      Acceptance Criteria

      Update Evergreen config in Drivers-Evergreen-Tools.
