[Astrolabe] Investigate using Local Deployments from the Atlas CLI

      Summary

      We have had significant issues with handling Atlas infrastructure in our Astrolabe tests (DRIVERS-2745, DRIVERS-2748, DRIVERS-2715) and are subject to outages such as HELP-51129. We should investigate using Local Deployments from the Atlas CLI to run our tests.

      Motivation

      By using local Atlas deployments, we can be immune to outages, and ensure that resources are confined to the EVG task.

      DBX Drivers teams.

      Failing tests, increased cost, maintenance burden.
