Enforce MQL specs/docs changes in CI everytime there is a change mongodb-mql-model package

      Everytime there is a change in mongodb-mql-model package we want the corresponding MQL specs to be updated, if relevant and if not the CI should allow skipping the check using some label, maybe - "no mql specs changes" or something similar.
