Summary

Make libmongocrypt easier for users to obtain, address technical debt, and clean up the specification.

Motivation

The specification has gaps in rationale and requires clarifications. libmongocrypt is not easy for users to obtain for drivers that require installing it separately (e.g. libmongoc, Go) on all platforms. Making these improvements should help maintainability of the project.
