I observed failures of the publish-packages task on Debian and Ubuntu hosts starting on Nov 25th with this commit: https://evergreen.mongodb.com/task/libmongocrypt_ubuntu1804_64_publish_packages_be0a08387e6c50f1b66b5069ba87b745cd01733a_20_11_25_16_17_02.
The logs indicate that Python is unable to find the requests package:
