      Background & Motivation
      The PHP driver embeds libmongocrypt source. MONGOCRYPT-390 is one case where a compiler error was introduced on 32 bit Windows builds that was not caught in libmongocrypt Evergreen.

      Scope
      Add a 32 bit Windows build task on Visual Studio 2017.
