Fix new build-and-test-csharp task on Ubuntu 22.04 amd64

      The new Ubuntu 22.04 build variant (added for MONGOCRYPT-446) has a build-and-test-csharp task which fails (example). This appears to be a result of the newer version of the Dot NET framework in Ubuntu 22.04.
