      This is mostly the same as the v1 implementation in mc-fle2-payload-uev.c, except the FLE2 subtype is now 16 (MC_SUBTYPE_FLE2UnindexedEncryptedValueV2) instead of 6, and the encryption algorithm changes to AES-256-CBC w/ SHA-256 HMAC.
