      Scope

      • Add tasks to publish packages for Debian 12 (x86_64 and arm64)
      • Update README.md install instructions to reference Debian 12.
      • Update Earthfile to add an environment for Debian 12.

      Background & Motivation

      libmongocrypt publishes packages to the PPA to ease install. Debian 12 was released in June 2023. Adding packages to the PPA may help users get a system install of libmongocrypt.
