Ensure that the C# libmongocrypt bindings work for .NET Standard/Core on Linux

      The scope of this ticket includes:

      1. Ensure that all implemented logic actually works on Linux. All tests pass.
      2. Ensure that the target frameworks mentioned in the project configuration are correct and don't break anything
      3. Ensure that the libmongocrypt nuget works on Linux (and Windows packaging is not broken)
      4. Ensure that EG patches work with Linux
