We are considering dropping support of Rails < 5.2. We also currently test against i18n 1.0.
We should investigate which minimum version of i18n is required by the versions of Rails that we presently support, if any, and document that in a table in this ticket, so that we are able to drop the 1.0 test configuration at some point in the future.
