According to the spec, specifying both OIDC callbacks and the PROVIDER_NAME auth mechanism property is an error.

Since users may want to use the shell in environments where the machine/non-callback flows work, we should not register callbacks in devtools-connect if PROVIDER_NAME is set in the connection string.
