Add Mongo.get/setWriteConcern

We need to add the Mongo.getWriteConcern and Mongo.setWriteConcern methods to the documentation. It is important to note that Mongo.setWriteConcern will cause a termination of the connection and re-establishmend (like Mongo.setReadConcern).

Since Mongo.setReadConcern is not fully documented, I don't know if you want to add full Mongo.setWriteConcern documentation, yet. I can provide the detailed signature if you need it.

Add methods that work like the old shell did here. We have these for read concern, but not for write concern. These would require documentation changes, because they are not currently documented.
