Unified topology does not transition server to Unknown on non-timeout operation error

      The driver currently ignores all non-"state change" errors for the purposes of SDAM. Instead, it should transition a server to Unknown if non-timeout network errors are encountered, as dictated by the error handling section of the SDAM spec.
