FLE2 is incompatible with a standalone topology. Consequently, the CSFLE integration tests for it need to be run against a replicaset (note that a single-member replicaset suffices).

Acceptance Criteria:

• Update custom CSFLE Target on Driver Repo to test against replicaset.
