Update libmongocrypt to use exported BSON

      Use Case

      As a developer
      I want libmongocrypt to use the exported BSON module
      So that I don't need a connected client to access BSON.

      Acceptance Criteria

      • Update libmongocrypt to first attempt to use the exported BSON module before falling back to passed options and topology options.
