Our load balanced tests do not have the required FLE setup (kms servers, crypt shared installed in path, CSFLE_KMS_PROVIDERS in the environemnt, etc) so our test runner skips them. We should run these tests against a load balanced topology.
This is relatively low priority because we do test FLE against serverless, which uses a load balancer.
