Use Case

As an author of mongodb-connection-string-url,
I want our CI and release action to install and use the correct version of what-wg-url
So that we are testing and using the same configuration that our users expect to use.

Acceptance Criteria

Implementation Requirements

• Remove the cache: 'npm' setting from the setup-node composite action
• Remove the lock file

Testing Requirements

• Double-check that whatwg-url 13 is installed on the node 16 test task

Documentation Requirements

• DOCSP ticket, API docs, etc

Follow Up Requirements

• additional tickets to file, required releases, etc
• if node behavior differs/will differ from other drivers, confirm with dbx devs what standard to aim for and what plan, if any, exists to reconcile the diverging behavior moving forward
