Remove ReadPreference integer constants and require strings in constructor

      These numeric codes have no significance outside of libmongoc (and PHP by extension).

      The ReadPreference constructor was enhanced to accept mode strings in PHPC-904, so these constants are no longer needed. If removed, we should also ensure that these numeric codes are not used in debugging output.
