Add test to catch inaccessible server when running tests

      Much like PHPC-1225 did for unsupported wire versions, the test suite skips many tests when the primary server cannot be reached.

      We should either have a test that ensures the driver can connecting using the MONGODB_URI environment variable (URI constant in tests) at all times, or remove some of the skip logic introduced in https://github.com/mongodb/mongo-php-driver/commit/f4cf0fe3a0ed8ed5db6e3c022abba178011f4feb.
