Remove conditional compiles for tls files

      See GitHub comment with discussion. We currently conditionally compile TLS sources depending on which TLS library is found. Once libmongocrypt wraps these files in `#ifdef`s for `MONGOCRYPT_ENABLE_CRYPTO_OPENSSL` and other switches the workaround can be removed.
