The Windows build process in our AppVeyor config and contributing file use --disable-all, which happens to override the defaults we specify for SASL and FLE. We should manually enable those to ensure they are compiled and tested.

I've also reached out to Anatol to confirm that PECL's automated Windows builds do respect our defaults in config.w32 to enable SASL and FLE.
