Replace EOL OS versions in Evergreen matrix

      The PHPC Evergreen matrix includes various OS versions that are EOL-ed (e.g. RHEL 7.0 and 7.1, per Red Hat Enterprise Linux Life Cycle). Worse, libmongoc doesn't even appear to test on some of these platforms, which lead to issues such as a PHPC-2013.

      It would be worthwhile to revisit our Evergreen matrix to no longer test EOL-ed platforms.
