Prior to the release of PHP 8.0, Microsoft announced that they would no longer be providing official support for Windows PHP builds (see also: follow-up clarification).

Earlier this year, the PHP SDK for Windows builds was forked from Microsoft to the PHP org earlier this year (announcement). For reference, the first post-fork commit is a00a4ff.

We should update our AppVeyor CI config to clone https://github.com/php/php-sdk-binary-tools. While the old SDK appears to still be working for PHP 8.1, we may need the new one to properly support PHP 8.2+.
