Stub files were introduced in PHPC-2015 and PHPC-2128 for PHPC-1709; however, they were never added to prep-release.php and are thus omitted from generated package files.

They are not required for compilation since we do ship the generated arginfo headers (and we check arginfo is up-to-date in CI), but I'm unsure if their omission was intentional.

If they are intentionally omitted, this ticket can be closed with no further action.
