Context (From CDRIVER-4767)

• C Driver added a new dependency python-sphinx-design for documentation in 1.25.0 release.
• python-sphinx-design package is missing in EPEL. https://bugzilla.redhat.com/show_bug.cgi?id=2248522 

Impact

• Since python-sphinx-design is not available, the C driver package can't be built for EPEL.
• We also can't ship without documentation as it would be considered a breaking change.
• Thus, users on Red Hat systems can't get access to pre built binaries of latest C Driver.

Expected

• Provide any alternate that can be used instead of python-sphinx-design (perhaps rollback to previous one?) for EPEL package, until python-sphinx-design is built for EPEL.
• This is a temporary workaround and resultant docs having a different look and feel is acceptable.
